Mr. Stumpo is the founder and CEO of the American Public Transit Exams Institute (APTREX), known for pioneering the field of transit workforce development specifically for Professional Transit Certification of managerial staff from front line supervisors to senior and executive management.
He began his transit career in maintenance washing buses. He is a certified diesel/automotive technician and electrical/electronic troubleshooter on Rail Cars. He has worked extensively for Public Transit agencies throughout the United States and Canada in senior and executive roles for the past 35 years, including SEPTA, DART, MUNI and COAST MOUNTAIN BUS (formally BC Transit.). Positions held have included: Chief Operating Officer of the San Francisco Municipal Railway, Vice President of Rail Operations for the Dallas Area Rapid Transit Authority, and Chief Operations Officer of the Operations Division for SEPTA in Philadelphia, PA.
He presently serves as the Program Manager for the Southern California Regional Transit Training Consortium. Mr. Stumpo has been instrumental in helping the Consortium advance the development of the new "Learning Model" for transit technicians and workforce development.
His areas of specialization include: Executive Management, Business Strategies for Transportation, Bus Operations and Maintenance, Strategic Planning and System Start-ups, Employee Development and Educational Research, Rail Operations and Maintenance, Customer Services and Planning, Systems Integration, and Project Management.
Mr. Stumpo maintains numerous affiliations including: Associate Professor, University of Phoenix; Adjunct Faculty, LaSalle University; Chairman, International Transit Certification Review Board (ITCRB); and the American Public Transportation Association (Operations, Maintenance, Member Services and Business Development Committees). He is also a member of the Canadian Urban Transit Association, Cooperative Agreement National Transit Review Board, Advanced Technology Transit Bus Project, and the National Transit Institute, Rutgers University.
